As far as I know the substance is just water below 0 Celsuius but it doesn’t freeze because it doesn’t have enough impurities in it, and the ice cube triggers the reaction, if you threw a person into that the temperature of the water would rise and that thing would not be possible, or the water would start freezing when it jiggled so the person would end up half-stuck in a slushie-like ice.
